Avoid use of inline in doc/first_steps/upgrade

I found a way to avoid use of inline in doc/first_steps/upgrade page (see #12246 (closed)): I replace inline imbrication by a link to a page who show the latest news/version_*.

This solution works in my computer, this page is translatable in all languages without bug. And in bonus it remove a step at each release, no need to update stable_amd64_release_notes anymore.
