Deal with automated tests of onion services vs Chutney

Since we run a private Tor network with Chutney for our automated test suite, onion services of the real Tor network are not accessible. Writing tests for that situation requires extra work, e.g. with #11556 (closed) we configured APT to use Debian’s onion services, and in the test we have to re-configure it back to the clearnet services.
