Bring back the green onion icon when Tor is ready

Originally created by @soulplane11 on #11454 (Redmine)

Can you please bring back the green onion icon when tor is fully connected? I just used Tails and I see that now the icon stays gray instead of going from yellow to green when fully ready. That was confusing to me since I don’t use Tails that often. I’d prefer a different color to know that it is ready.
