Upgrade Onion Circuits to 0.4

I’ve just uploaded 0.4-1 to sid, and will upload it to jessie-backports as soon as it migrates to testing. Then we can simply pull the package from there, and drop it from our custom APT repo.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
