Our Contact page was badly linked before the new About page but it
became slightly worse with the release.

So I'm adding 2 more links to /about/contact even though the proper
solution would be to have a proper "About Us" section. (#17700)

They don't bring any information or navigation help

We're replacing Bootstrap 3 by pure CSS Flex. Yay!

Now all this section is about the Welcome Screen only.

It should not be assumed that the user is running Windows

Put more generic stuff first and in chronological order.

- I'm not adding links from Home to other pages on purpose to encourage
people to enter About.
- I try to clearly format these links as links to other pages.
