It's documented in the RM role doc, but that's in the "Around two weeks before
the freeze" section, so we may miss later updates if we're not careful.

And update the ticket reference to what's remaining to automate.

This reverts commit 986b9d46.

Actually, we only automatically test it in English, so the manual test
is still required.

This will ease testing of the 1.3.1_to_1.3.2 IUK.
