This workarounds #11517 for branches based on devel, and will be
needed anyway.

At this stage, there's no tagged snapshot for 2.4 so building the
'testing' branch will fail with:

    E: Failed getting release file http://tagged.snapshots.deb.tails.boum.org/2.4/debian/dists/jessie/Release

In order to build the 'testing' branch to record the .build-manifest
and SquashFS sort file, I'll have to make it UNRELEASED, temporarily.

Bug #11195 was not fixed -- I added it by mistake when reading the log
of the onioncircuits Git repo, where the commit says "Will-fix:

It's been breaking all automated tests on Jenkins since Feb 22.

So the current 2.2~rc1 thinks it is 2.2 according to "About Tails" and
`tails-version`, and adds the testing APT overlay instead of 2.2-rc1.

Bring back the dummy changelog entry for Tails 2.2 in devel.
