limiting, but the call to time.sleep(1) always raises an exception:

Two reasons:

 - As anonym wrote on
   #17944 (comment 157538),
   "[by] that time it is unlikely that we'll get and process feedback
   before the release is out" ⇒ better set users' expectations clearly
   and avoid them wasting their time.

 - This will allow us to delete the IUKs to this beta/RC during the release
   process, in turn avoiding having to significantly bump the disk space
   requirements for our mirrors to accommodate 3 concurrent sets of IUKs
   (refs #17944).

We have to replace the arguments (e.g. "%s") *after* fetching the translation,
otherwise gettext will try to find a non-existing translation for a
runtime-computed string.

… so we don't have to manually decode them anymore.

E.g. for getuid().

Most of our Python code assumes a UTF-8 locale, so let's not bother trying to
support anything else here.
