It's now run at package build time, so no need to bother installing
all build-deps on the release manager's system... and hitting
problems with more recent versions of libraries at Tails release time.

Release process for our Perl projects: automate, update, and don't maintain a duplicate copy of the list of build-deps.

We're not doing anything with that file, no need to copy it.

- Improve phrasing for the reader.
- Make it more clear what we are talking about in the known issues.
- To maintain the list, move the section that's commented out.

This is a bug and an inconvenient thing to ask for.

It doesn't matter if people have been upgrading for a while or not. If
their boot is broken after an automatic upgrades they should do a manual
upgrade anyway.
