This way we only check the correctness of *new* UDF:s, and not old one
that might be correct, but have signatures made with an expired key
which otherwise report useless errors.

The old instructions will lead to *all* UDF:s (even unmodified ones)
having their signature remade, which is unnecessary.

Otherwise we'll try to use the tagged APT snapshot before it exists
for the "almost-final image" which will fail.

At this stage, there's no tagged snapshot for 2.4 so building the
'testing' branch will fail with:

    E: Failed getting release file http://tagged.snapshots.deb.tails.boum.org/2.4/debian/dists/jessie/Release

In order to build the 'testing' branch to record the .build-manifest
and SquashFS sort file, I'll have to make it UNRELEASED, temporarily.

This configuration makes the QXL driver be used in all cases,
regardless of the actual hardware available.
