We have decided to remove I2P (Refs: #11276) due to our failure of
finding someone interested in maintaining it in Tails.

In Jessie's GNOME we don't have arrows on the scrollbars, so it's hard
to find a good image identifying the right part to click to scroll
up. Luckily Page Up/Down are mapped to scrolling the chat log, so we
can use that instead.

Depending on the state of the remote server or the circuits in use,
Pidgin may display the 'Available' state instead of the 'Connecting'
one.

If connecting to IRC fails, such as when OFTC is blocking Tor, waiting
60 seconds to connect while a a Reconnect button is visible is
sub-optimal. It would be better to try forcing a new Tor circuit and
clicking the reconnect button.

In my experience, sometimes the conversation window takes "a while" to
be displayed after clicking on the channel entry in the buddy list. This
fixes the problem for me.

There's some code simplification too, and the removal of the
@new_circuit_tries counter, which is all over the place and is a bit
hard to keep track of.

Also for the wget/whois test we do not try to detect if Tor was the
problem and only force a new circuit (and hence count it as a retry),
since that could lead to an infinite loop. With the new helper, we
always do MAX_NEW_TOR_CIRCUIT_RETRIES number of retries.

... and pave the way for adding more options than the user to execute
the command as.

Sometimes the buddy list is hidden by another window.

This should speed up the process by not having to interact with the GUI

If several connection attempts are required Sikuli may not be able to
find the #tails channel because several server notice tabs are to the
left of it. To work around this we'll focus the conversation window and
close tabs until the channel tab appears.

Sometimes xdotool will fail to focus the buddy list window with the
conversation window on top of it. We'll try closing the conversation
window.

If we fail to connect to OFTC we'll use Vidalia to force a new Tor
circuit then attempt to reconnect.
