We deleted the intltool-update --report from refresh_translations. See #11967. This happened because intltool-update --report does not only report but modifies all the PO file headers which it should not do. Here we created an ugly workaround so that only the report is made, and modified files will be replaced by their original files afterwards.

We need this to be true: exactly 1 line is removed, exactly 1 line is added, and both those lines match the regexp POT-Creation-Date.

it should only report on translations, but unfortunately it also modified our PO file headers and overwrites the PO files. We'll move this code to a statistics script outside of refresh_translations.

Modify indentation. Modify test if a po file exists. Modify comments to be more verbose.
