The current snapshots are actually at 2019080701 but I have seen FTBFS
on Jenkins (compile error for virtualbox-guest) and a different one
locally (Tor Browser AppArmor profile patch doesn't apply) so I'll
pick the most recent snapshots I successfully built to avoid having to
delay the release further.

The 2019022601 snapshot has expired and was garbage-collected.

There's now a RC of 0.3.4 packaged for Stretch, let's use it instead of
an older Git snapshot.

If this gets merged for Tails 3.5, we will need to bump the expiration
date of this newer APT snapshot so it matches the expiration date of
the debian one.

Bump APT snapshots for the Debian and Tor archives to 2017072302, i.e. upgrade to the Stretch 9.1 point-release (refs: #13178).
