Fix veing/being, and fix extraneous newline inside a `code` fragment.

Otherwise useless and buggy PO files will keep reappearing, given these files
were not excluded as intended in
commit:a02aafef).

The intent of the work done as part of #14962 was to create static,
pre-translated *.$LANG.html files, and to make them non-translatable
as far as ikiwiki's po plugin is concerned.

We now ship a completely rewritten extension, so the current
instructions are completely wrong.

Time syncing design doc: update security discussion to take into account that since Tor 0.3.1.1-alpha, relays have rotated onion keys every 28 days.

This commit merely ensures our design doc is up-to-date but it does not address
the underlying problem: this Tor change makes our time sync'ing mechanism
