My previous version redirected them to the contribute/how/user_experience
parent page.

It was an oversight that anchor support wasn't implemented in the
python port.

This was dropped when the script was rewritten in Python, presumably becausethe
WebKit viewer does not support it (?). We do use this functionality in at least
one place.

Now that we open the doc in Tor Browser when online, we can re-add this support.

Our website has language negotiation enabled but our Tor Browser pretends
the user prefers English.

Passing the command to be run is not enforced according to the doc,
but still: let's use the documented form.

We're doing more than designing interfaces here with things like the
survey platform.
