Recommend forking Git on Salsa for "code" work (refs: #15186).

- Salsa because we have merge requests enabled there,
while we don't have them on gitlab.com (both on purpose).

- Only for "code" work: for now, only the FT is ready to deal
with merge requests sent on GitLab.

Git topic branch, and [[ask us to review it|contribute/merge policy/submit]]. If you already know where
to host your personal repository in a public online place, this is
great; otherwise, you can [fork us on

administrators ([[tails-sysadmins@boum.org|about/contact#tails-sysadmins]]) to host your repository.
