Rotate Whisperback onion address

Initial plan, to be confirmed:

Create a new onion address and make it work in parallel with the current one
Replace the current address for the new one in tails.git → Rotate Whisperback onion address (tails!1496 - merged)
T:Wait for at least some releases, maybe for 1y!
Shutdown the old address
