Review sysadmin repos

Review whether we need all tails/puppet-* repos
Review namespace and decide between tails/puppet-* and sysadmin-team/puppet-*
Maybe promote GitLab puppet-tails to canonical
Get rid of unused Gitolite repos (hosted in puppet-git.lizard)
Check whether all repos are defined in gitlab-config.git:main.yml

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
