Move wrap_test_suite cucumber logic into run_test_suite

Having the logic of how Jenkins will invoke the test suite live in tails.git makes it much easier to test new things. The current situation with that logic living in wrap_test_suite, which mainly sysadmins have push rights to, not test suite developers, and whose changes will be deployed to all isotesters, does not encourage experimentation in this area!
