Use the local mirror of the tails/tails Git repository for Jenkins jobs and other regular tasks

Jenkins

We changed Jenkins to pull from GitLab while the mirroring to Gitolite is not working (see the migration steps):

• Jenkins jobs:
  • those configured via jjb: jenkins-jobs@4db52b22
  • https://jenkins.tails.boum.org/job/build_IUKs/configure which is configured manually
• puppet-tails!8 (merged)

Now that the mirroring works, we have to evaluate whether to revert this change use the local Gitolite repo or not.

Other regular tasks

• tails-update-reprepro-config, configured in tails::reprepro::custom
