Weblate: Check Celery settings for sane values

Weblate now uses Celery for scheduling background jobs. It can use Redis as a backend in production, but we’re currently using its memory backend.

We have to check the best Celery settings for our setup, and take into account the fact that Weblate is now using Redis.
