The Debian mirror used as upstream for our time-based snapshots is buggy

This week we’ve seen this every day: aptmethod error receiving 'http://ftp-osl.osuosl.org/debian/dists/stretch/InRelease': '404 Not Found [IP: 140.211.166.134 80]'. Which incidentally allowed us to discover tails#12829 (closed). I guess we need to switch to another mirror.
