Timeout and report cron run of check-mirrors.rb (sysadmin#17702)

@intrigeri, i think this should suffice for the timeout + reporting part, and the reports should already be sent to tails-mirrors@ because it's configured as e-mail address for the tails_check_mirrors user in the misc VM.
