Increase the frequency of docker cache cleanups in GitLab Runners (tpo/tpa/tails/sysadmin#18158)

Seems that once a month is not enough for docker cache cleanup, so let's do that on a weekly basis.

Note: Decoupling "docker cache" cleanup from "runner cache" cleanup in systemd timers/services was needed.
