As discussed with him, he doesn't need these privs in practice.

Note: given the dependencies on parcimonie (that's not exactly
lightweight yet) and systemd (that's not very widespread on Debian
servers yet), it doesn't feel worth pushing this to the upstream
reprepro module yet.

According to lckdo(1), it will be deprecated in favor of flock since the

Some people are confused by the erroneous information shipped by the
default template.

reprepro's pull command does not do what we want:  it pulls from *all* other
suites into the ones specified on the command-line.

This makes sshd happy when uploading to reprepro@incoming.
